One Piece TCG OP17 tier list: win rate rankings from 514 tournament players

2026-10-31 · data write-up

Numbers as of 2026-10-31: written before snapshots were stored, so its window and n are not recorded. The live metagame is since the 2026-10-12 banlist took effect (2026-10-12 to 2026-11-04), n=842 players in 38 events, and may differ from the figures below.

Methodology

This tier list ranks every leader with 20+ players in the current metagame window (23 events, 514 registered players, since the October 12, 2026 banlist took effect). Win rate = match wins / (wins + losses), matches only — draws excluded.

Leaders with fewer than 20 players are omitted; sample sizes below 20 are too small for a reliable win-rate estimate.

S tier — above 55% win rate

LeaderPlayersWin RateWinsLosses
Rocks.D.Xebec OP17-039 (Blue)82 (16.0%)55.6%205164
Enel OP05-098 (Yellow)24 (4.7%)55.2%6452

Xebec is the dominant leader by both metrics. Enel matches its win rate at a fraction of the play rate — suggesting it has a favorable metagame position relative to its spread (see the mid-tier gap write-up).

A tier — 52–55% win rate

LeaderPlayersWin RateWinsLosses
Buggy OP09-042 (Blue)23 (4.5%)54.2%5849
Luffy & Ace (ST30-001)57 (11.1%)52.9%148132

Buggy (54.2%) is the most efficient leader in the field: 23 players, strong win rate, low meta representation. Luffy & Ace is the second-most played leader, consistently above 50%.

B tier — 48–52% win rate

LeaderPlayersWin RateWinsLosses
Donquixote Rosinante OP12-061 (Purple/Yellow)24 (4.7%)50.9%5957
Sabo OP13-004 (Red/Black)41 (8.0%)49.2%9295

Sabo is the third-most-played leader but sits just below 50% — a gap between representation and results. Rosinante is quietly positive at 50.9% with 24 players.

C tier — below 48% win rate

LeaderPlayersWin RateWinsLosses
Charlotte Pudding OP08-058 (Purple/Yellow)20 (3.9%)47.1%3337
Monkey.D.Luffy OP17-079 (Black)26 (5.1%)44.3%4759

Luffy (OP17-079) is the largest under-performer: 26 players, 5.1% meta share, but only 44.3% wins. Charlotte Pudding also trails the field at 47.1%.

What the numbers mean

This tier list is mechanical — win rate from real tournament matches, not deck power theory. A leader in C tier may still be correct for a player who has practiced it; conversely, a leader in S tier will lose to a prepared counter-build.
