Overview
Shanks (OP17-020) is a Green Red-Haired Pirates leader from OP17. In the current post-banlist meta (38 events, 842 registered players since October 12, 2026), Shanks holds a 2.4% meta share (20 of 842 players) with a 44.8% non-mirror win rate (67 matches). With only 4 top-cut decklists tracked, the sample is small — but the deck's core strategy is consistent across all four lists.
Shanks' leader ability is the engine the whole deck is built around: [Activate: Main] [Once Per Turn] You may trash 1 card from your hand or rest 1 of your DON!! cards: Up to 1 of your opponent's rested Characters will not become active in your opponent's next Refresh Phase. This turns every rested character your opponent plays into a potential permanent lock — if you can get them rested on your turn, Shanks keeps them rested through their own refresh step. The deck runs multiple resting tools (Yasopp, Benn.Beckman, Hongo, Kouzuki Oden) to feed the leader's lock ability, then ends games with high-power Rush attackers into a stalled board.
How Shanks wins
The game plan has three phases. Early turns are spent building your hand via the Red-Haired Pirates search package: Limejuice (OP17-032), Lucky.Roux (OP17-033), Perona (OP12-034), and Are You That Afraid of the New Era?!! (OP17-037) all look at 3–5 cards from the top of your deck to find Red-Haired Pirates cards. This filters aggressively toward your power pieces while keeping your 1-cost DON!! investment low.
The midgame is about resting the opponent's board and locking it. Hongo (OP17-029) is a 4-cost 4000-power blocker that rests up to 2 of the opponent's Characters with a cost of 2 or less on play — clearing small threats while also activating 1 of your DON!! cards, which lets you trigger Shanks' leader ability without losing tempo. Yasopp (OP17-031) is a 5-cost 6000 that rests 1 opponent Character with a cost of 8 or less on play, then sets up to 1 of your Red-Haired Pirates Characters as active at end of turn — meaning Yasopp himself can attack on the same turn he was played if another copy was already on board. Kouzuki Oden (ST32-002) is the premium mid-game piece: 5-cost 6000, draws 1 card on play, and prevents up to 1 of the opponent's Characters with a cost of 6 or less from becoming active until the end of the opponent's next turn — this is the strongest single lock piece in the deck, as it triggers before Shanks' leader ability even fires.
Trafalgar Law (OP13-031) is the deck's flex engine: 6-cost 6000 that bounces one of your own characters to hand to play a 5-cost or less Character rested for free. This can rebuild the board after a wipe or recycle Yasopp for a second rest trigger. Law also gains Blocker if you have 1 or less Life, adding a defensive role in the late game.
The late game closes with Benn.Beckman (OP17-027) and Shanks (OP17-022). Benn.Beckman is a 7-cost 9000-power Rush attacker that draws 1 card and rests up to 2 opponent Characters on play (if your leader is Red-Haired Pirates). The Rush keyword means he attacks the same turn he is played — into a board you have already partially locked, he is effectively attacking a stalled field for 9000. Shanks (OP17-022) is the deck's true finisher: 10-cost 12000-power Rush that sets up to 2 of your own DON!! cards active on play, then rests ALL of the opponent's Characters. Combined with the leader ability, this is a full board lock — every character the opponent controls is rested and will not refresh, and Shanks swings for 12000 on the same turn.
Shanks (ST16-004) is a 9-cost 11000 that KOs up to 1 rested Character on play — the cleanup tool that removes a locked character the opponent has been protecting with counter effects. The Event suite supports the lock: Withdraw Now and Allow Me to Save Face (OP17-036) is a 1-cost event that, by resting 6 DON!!, rests 1 opponent Character and then KOs up to 2 rested Characters with a cost of 6 or less. Its Counter effect also gives +2000 to one of your Characters. Perona (OP12-034) has a Slash-leader trigger that searches the top 5 cards for a Slash card or green Event — finding Withdraw Now, Shanks OP17-022, or any attacker on demand.

Matchup context
Shanks' rest-and-lock strategy is powerful against midrange decks that commit to a few large Characters, and weak against fast wide boards that recover faster than you can lock.
- vs Luffy & Ace ST30-001 (Red/Green): 21% win rate (3-11, 14 matches — paper). Luffy & Ace generates 1 or more Characters every turn through its leader ability, refilling the board faster than Shanks can lock individual pieces. The Red/Green Rush package pressures Shanks' 5-life pool before the lock engine comes online. This is Shanks' clearest bad matchup in the OP17 format.
- vs Rocks.D.Xebec OP17-039 (Blue/Black): 23% win rate (7-23, 30 matches — paper). Xebec's draw engine outpaces the Red-Haired Pirates search package, and the Blue removal suite neutralizes rested characters before Shanks' leader ability can lock them permanently. Xebec's wide board presence also means resting one or two characters rarely stops the attack chains.
- vs Sabo OP13-004 (Red/Black): small-sample best matchup (100% win rate, 5 matches). The small sample makes this result unreliable, but it aligns with the matchup logic: Sabo builds advantage slowly through the Law sub-engine, giving Shanks time to lock the board before the Red/Black combo fires. Treat this as a favored but unconfirmed read.

Is Shanks worth building?
At 2.4% play rate and 44.8% win rate, Shanks is a Tier 2 fringe pick — not recommended for players targeting top-cut finishes in a Xebec and Luffy & Ace field. Both of Shanks' worst matchups are the top-two most-played decks in the current meta, which structurally limits his ceiling.
That said, Shanks is one of the most unique leaders in the OP17 format. No other Green leader chains resting and permanent locking through the leader ability the same way, and games where the opponent commits to 2–3 large bodies can produce complete board locks by turn 4–5. The deck rewards read-ahead sequencing — knowing when to trigger the leader ability versus saving the trash cost for counter — more than raw power.
The deck's cost is moderate by competitive standards. Kouzuki Oden (ST32-002) at $48.20 per copy is the largest individual investment; Perona (OP12-034) at $39.88 is the second. If you already own Oden from other Green builds, the entry cost drops significantly — Oden also runs in Kaido, Luffy OP17-079, and several other Green strategies. Players interested in the rest-and-lock archetype will find Shanks the strongest dedicated build in the current meta.
