Overview
Enel (OP15-058) is a Purple Sky Island leader from the OP-15 "Royal Bloodlines" set — a distinct card from the earlier Yellow Enel (OP05-098). Where the Yellow version builds toward a life-zero finish, the OP15 Enel is a DON!! manipulation engine: his 6-card DON!! deck and unique leader ability let him stack up to 4 DON!! onto a single character every turn, creating threats that dwarf what a standard 10-DON!! deck can produce.
In the current OP17 post-banlist meta (38 events, 1,265 players since October 12, 2026), OP15 Enel holds a 2.2% meta share (28 of 1,265 players) with a 44.7% non-mirror win rate (38W–47L). The win rate trails top-tier leaders, but the deck punishes opponents who cannot interact with an 8,000+ power character mid-board.
Enel is One Piece's most iconic villain from the Skypiea arc — a god-complex dictator who can hear and attack anything within his Mantra (Observation Haki) range. The OP15 card design reflects that omnipotence: the deck operates on a resource axis (DON!!) that most opponents cannot interact with.
The DON!! Engine
Standard One Piece TCG leaders use a 10-card DON!! deck. Enel OP15-058's text reads: "Under the rules of this game, your DON!! deck consists of 6 cards." Every time the opponent draws a DON!! card, Enel draws one too — but Enel exhausts his supply faster, triggering his abilities earlier and more reliably.
The [Activate: Main] [Once Per Turn] ability fires when Enel has 6 or fewer DON!! cards in play: add up to 1 active DON!!, rest up to 4 more, and give all 4 rested DON!! to one character for the turn. A 4-cost character with 5,000 power effectively becomes a 9,000-power attacker for one attack — above the counter threshold of most mid-game boards. The ability generates a free power spike every turn for no card cost, only DON!! that re-activates next turn.
Critically, many characters in the deck trigger on "6 or less DON!! cards on your field" — a condition Enel meets constantly, while a standard leader meets only briefly. This unlocks Rush on Shura (OP15-067) and protection from removal on the OP15-118 Enel character.

- Enel OP15-118 (6 cost, 8000 power) — "If you have 6 or less DON!! cards on your field, this Character cannot be removed from the field by your opponent's effects." An 8,000-power indestructible threat that lines up with Enel's perpetual low-DON!! state. — TCGplayerAffiliate link
- Shura OP15-067 (1 cost, 2000 power) — Gains [Rush] if you have 6 or less DON!! cards. A 1-cost rusher that triggers on turn 1 for Enel, applying immediate life pressure while the DON!! engine charges.
- Ohm OP15-061 (1 cost, 2000 power) — [On Play] DON!! -1: Draw 1 card; [When Attacking] power reduction on opponent if 6 or less DON!!. The deck's cycling engine — plays for free on curve and applies marginal chip damage.
- Mamaragan OP15-078 (0 cost event) — DON!! -2: Draw 1 card + rest an opponent's character with 5000 power or less; [Counter] +1000 power + draw 1 if 6 or less DON!!. The most flexible event: removes a blocker or draws while Enel's DON!! is low, which is always.
- El Thor OP15-075 (0 cost event) — DON!! -1: If leader is [Enel], give a card +1000 power and K.O. a ≤3000 power opponent character; [Counter] +2000 power to an Enel card. Removes early defenders and doubles as a counter — the core removal tool.
- Lightning Dragon OP15-077 (0 cost event) — DON!! -1: Draw 1 card + prevent one rested ≤6000 power opponent character from becoming active next turn. Locks down a mid-game blocker or attacker for a full cycle.
- Varie OP15-074 (0 cost event) — DON!! -1: If leader is [Enel], draw 1 card + a character gains +2 cost for the turn (opponent reads triggers differently). Draw with a subtle defensive rider.
- Charlotte Pudding OP12-071 (Purple splash) — Utility character that splashes into Purple DON!! builds; searchable and extends the hand.
- Trafalgar Law ST10-010 (4 cost, [Blocker]) — Defensive pivot; blocks into Enel's leader ability turn, buying the engine another activation.
How Enel wins
The game plan is a tempo-control hybrid. Turns 1–3 establish the board with 1-cost Sky Island characters (Ohm, Shura) that immediately benefit from the 6-or-less DON!! condition. Shura's Rush on turn 1 presses life before the opponent is set up. Turn 4 onward, the leader ability supercharges one attacker each turn — the OP15-118 Enel character at 8,000 power with removal protection is the preferred target because opponents cannot K.O. it with events, leaving them to trade characters awkwardly or take life damage.
The 0-cost event suite (El Thor, Lightning Dragon, Mamaragan) handles board presence for no additional DON!! cost, keeping Enel's engine running while removing the opponent's key threats. Because Enel's events all have counter effects, the deck also sits with a dense counter package — 10+ counters across the main event suite.
The deck's weakness is the speed ceiling. Against Red/Green Luffy & Ace (ST30-001), which goldfish-kills on turn 5 at top tables, the DON!! engine has not fully wound up. Aggro matchups that flood the board faster than Enel can buff one character at a time are the deck's critical vulnerability.
Matchups (paper Limitless, since October 12 banlist)
| Opponent | Paper W–L | Reading |
|---|---|---|
| Rocks.D.Xebec OP17-039 | 35% (6–11) | Unfavoured. Xebec's hand control disrupts Enel's engine by targeting the events before they can be played. |
| Monkey.D.Luffy OP13-001 | 60% (3–2, small n) | Slight edge; Enel's removal events keep Luffy's board manageable. Small sample. |
| Luffy & Ace ST30-001 | 44% (4–5) | Near even but volatile — ST30 aggro can outrace the engine on fast hands. |
| Enel OP05-098 | 50% (mirror-adjacent, small n) | Insufficient data; different game plans (OP05 is Yellow life-zero, OP15 is Purple DON!! buff). |
Verdict
Enel OP15-058 is a niche pick for pilots who enjoy a unique resource model. The 44.7% win rate and 2.2% meta share place it in the lower mid-tier, but the deck offers a genuinely distinct play pattern — one that rewards knowing when to stack the leader ability versus advancing the board. If the meta slows (fewer ST30-001 at top tables), Enel's engine has more time to close, and the OP15-118 indestructible character becomes a legitimate problem for mid-range opponents. At current prices, the deck's core (mostly OP15 commons and uncommons) is affordable to build and test.
