Overview
Rocks.D.Xebec (OP17-039) is a Blue/Black leader from the Rocks Pirates. In the current OP17 post-banlist meta (33 events since October 12, 2026), Xebec leads the field at 16.8% meta share (117 of 697 registered players) with a 52.7% non-mirror win rate (423 matches). No other leader has been played more in the format. Unlike the linear aggro or control archetypes, Xebec is a midrange strategy that wins through board pressure and event-based disruption — difficult to race and difficult to out-grind.
The deck's play rate is more than double its nearest competitor (Luffy & Ace at 9.2%), making it both the safest pick for consistency and the defining target of the current meta. If you want to understand OP17, you start with Xebec.
How Xebec wins
Xebec (OP17-039) is a Blue/Black leader with 5 DON!! cost and 5000 attack. His leader ability triggers when a character with 9000 power or higher attacks: you may rest 2 DON!! to give that attacker Banish. In a format where high-cost blockers are central to several top strategies, the Banish keyword is a decisive edge — blockers removed by Banish are placed under the deck rather than to life, bypassing many opponent recovery effects.
The deck's core is the OP17 Rocks Pirates package. Edward.Newgate (OP17-040) is a 4-cost 7000-power character with a Rush keyword, applying pressure on turn 4. Kyo (OP17-045) provides a 7000-power blocker that also draws. Gloriosa (OP17-046) is a 3-cost 5000-power character that can add a Rocks Pirates character from the top of your deck. The package assembles a consistent mid-game board that most opponents cannot race before Xebec's Banish ability closes the game.
OP17-056 Rocks Pirates (the event) is the deck's defining tool at 4x in every list — it gives a Rocks Pirates character +4000 power and Banish for the turn, enabling lethal attacks that bypass blockers entirely. Paired with OP17-118 (the alternate-art Xebec alternate-power leader), many builds run a high-power threat package that forces the opponent to commit blockers they cannot afford to lose.

Matchup context
Xebec's matchup spread is lopsided toward the aggro side: the deck beats control and midrange strategies convincingly but loses to the fastest tempo decks in the format.
- vs Sabo OP13-004: 67% win rate (20-10, 30 matches). Sabo's character-based strategy cannot race Xebec's power ceiling. Favourable at all stages.
- vs Shirahoshi OP11-022: 75% win rate (12-4, 16 matches). Small sample but consistent — Shirahoshi's life-manipulation plan does not match Xebec's midrange tempo.
- vs Donquixote Rosinante OP12-061: 59% win rate (16-11, 27 matches). Control does not have a clean answer to Banish; Xebec closes before disruption piles up.
- vs Luffy & Ace ST30-001: 54% win rate (21-18-1, 40 matches). The closest matchup among top-5 leaders. Luffy & Ace applies early pressure that Xebec must manage carefully.
- vs Enel OP05-098: 35% win rate (13-24-1, 38 matches). Enel's life-zero clock runs faster than Xebec's midrange clock in most games. Hard to win unless you apply enough board pressure on turns 3-5.
- vs Monkey.D.Luffy OP17-079: 35% win rate (11-20, 31 matches). OP17 Luffy's blockers absorb Banish threats and his power ceiling matches Xebec's. Xebec's weakest OP17 internal matchup.
- vs Monkey.D.Luffy OP13-001: 44% win rate (20-25-1, 46 matches). The highest-volume matchup. OP13 Luffy is a consistent pressure deck that forces Xebec into reactive lines.

Is Xebec worth building?
The meaningful cost in a Xebec list is OP08-051 Buckin ($21.95), OP17-056 Rocks Pirates ($16.62), and OP17-044 Captain John ($15.46). A full set of those three cards runs approximately $216 at market — most of the deck's price. The rest of the 60-card list is under $30 at market. Total deck cost for a competitive list typically falls in the $250–$300 range, mid-tier by current OPTCG standards.
For players expecting to play multiple events in the OP17 format, Xebec's 16.8% play rate and 52.7% win rate make it the safest investment: you will face it constantly regardless, and its top-of-meta position is unlikely to collapse before OP18 arrives.
